Urinating a couple of times during the beginning stage could be normal. But your dog is urinating whenever someone is trying to pet him. And this is happening too often. This is a situation of submissive urinating issue. Perhaps your dog is timid for some reason. Or, it is overly submissive.

It’s very important to remember the following aspects:
- Punishing the dog for this behavior will not resolve the problem. In fact, it could make the problem even worse.
- Avoid dominant petting. e.g. Do not pet his head. You can use the chin portion for petting instead.
- If you are rolling eyes on your do with direct eye contact or leaning over him while petting, it could also make the situation worse.
